‘Issuing State’ can only enforce it’s own yearly plate/tag fees.

Because it was never intended to be used for identification — the SSA added the disclaimer “FOR SOCIAL SECURITY PURPOSES NOT FOR IDENTIFICATION” to the card in 1946, then removed it in 1972 during a redesign.
