My friends have driven with such plates as above for years with no (little) intervention from the California Police.  Police pull up behind my friends, read the notice, they turn left and the cops turn right.  California is one of the few states that have clear right to travel language in their codes.

Commercial Vehicle

260.  (a) A “commercial vehicle” is a motor vehicle of a type required to be registered under this code used or maintained for the transportation of persons for hire, compensation, or profit or designed, used, or maintained primarily for the transportation of property.

(b) Passenger vehicles and house cars that are not used for the transportation of persons for hire, compensation, or profit are not commercial vehicles. This subdivision shall not apply to Chapter 4 (commencing with Section 6700) of Division 3.

(c) Any vanpool vehicle is not a commercial vehicle.  (Vanpool is a vehicle used to pool groups of people together and transport to work.)

(d) The definition of a commercial vehicle in this section does not apply to Chapter 7 (commencing with Section 15200) of Division 6.

Motor Vehicle

415.  (a) A “motor vehicle” is a vehicle that is self-propelled.

(b) “Motor vehicle” does not include a self-propelled wheelchair, motorized tricycle, or motorized quadricycle, if operated by a person who, by reason of physical disability, is otherwise unable to move about as a pedestrian.

(c) For purposes of Chapter 6 (commencing with Section 3000) of Division 2, “motor vehicle” includes a recreational vehicle as that term is defined in subdivision (a) of Section 18010 of the Health and Safety Code, but does not include a truck camper.

    What is the significance of this? I came in from Google and I’m confused by the goal of this plate. Is there a link that explains what you’re talking about? All I see here is a page explaining what a commercial vehicle is and what a vehicle is, and a picture of the laws in place of a plate. I don’t get how that replaces a private license plate.

    I’m sympathetic to sovereign citizens, so it’s not a challenge, but an sincere attempt to comprehend.

      Keep it simple, keep burden on them, all that stuff you mention is of no value, and only shows them that you are an easy target.

    Does a motorcycle count in this? Say I wanted to use one for my personal daily travel to and from also what if any affect does this have with toll bridges? Just cause I know a guy who keeps the plates of his vehicle off and just rolls through tolls.
    >>>Answer: Yes one has right on motorcycle just as any single rear-axle automobile.
    Some toll bridges are privately owned and may not be open to right of passage, others may be government owned, if the bridge ‘land locks you in’ I believe a jury of twelve would consider you have a right to pass over, if not you will need to pay for the use of such. So one way may be payable and the return may not be because you have a right to leave, possibly.
    The rule is a land owner must give people a reasonable way to move about, generally in America that is a road every mile.

    I mailed in my allidial notarized affidavit to the CA DMV. They just mailed me everything back and said I don’t apply for exempt status plates.

      One then needs to force them to default on claim that your property does not need a state plate, one does this by Product Package M1S-65. Click PayPal on top of any page.
